The conditions for effective dialogue aimed at further economic and social development

Skopje, 31.03.2017 – Strengthening the social dialogue at national and local level, establishing infrastructure and encouraging collective bargaining, as well as establishing an effective mechanism for the peaceful settlement of labor disputes, were the three main components of the project “Promoting social dialogue” that in the past two and a half years implemented the international Labor organization. The activities conducted under this project is funded by the European Union amounting to 1.3 million euros.
“The experience from the implementation of this project shows unequivocally that when you have clear goals and a high level of understanding and cooperation between the partners, the results are inevitable and visible despite the objective challenges we all face in this period. The volume and variety of activities are a great indication that this project met its key objective – to create conditions for improving tripartite and bipartite social dialogue as a means of achieving economic development and social progress in our country, “said State Secretary of the Ministry Labor and social Affairs, Enver Hüseyin.
To achieve the project’s objectives were realized over 60 different activities aimed at strengthening the institutional capacity of the social partners involved in tripartite and bipartite social dialogue in order to ensure its efficiency, functionality and sustainability in the long term. Realized and activities intended to promote national labor zakonodstvo and its harmonization with the EU regulations and international standards, strengthening of the social partners at national, Branch and local level, including effective mechanism for collective bargaining and vospostven and operating mechanism for the peaceful settlement of labor disputes.
“I think all the partners involved in the implementation of the project activities should be pleased because over a really good job and invested a lot of energy, expertise and experience, which I believe will contribute to further increasing confidence and dialogue between institutions and organizations representing the interests of workers, employers and the state, which is crucial in creating a favorable environment for further economic and social development of the country, “said Antonio Graziano Zee, director of the International Labor Organization for Central and Eastern Europe.
Among the specific activities implemented within the three components of the project include the establishment and full equipping of local economic and social councils in six cities in the country, making the rules, the annual work program and communication strategy of the National Economic and Social Council whose operational functioning Secretariat was established, and a system for monitoring the implementation of decisions and recommendations. Was provided and support the functioning of representative organizations participating in the tripartite social dialogue, which received specialized training, software and access to relevant international experience which has resulted in increased number of signed collective agreements at the level of industry sectors and companies, as well as increasing activities, communication and the number of members on the part of these organizations. There was also a comprehensive analysis of the national labor legislation with international stanradi. Based on this analysis and input from the social partners, is prepared and tripartite action plan contains a number of recommendations to improve social dialogue and collective bargaining.

Regarding the establishment of a new mechanism that allows faster, more efficient and free-of-court resolution of collective and individual labor disputes, within the project among other things was designed an electronic system for case management, which includes a register of licensed mediators and arbitrators, which already recorded over 40 professionals. Was formed, and the tripartite commission to issue licenses for mediators and arbitrators, activities organized were various trainings, and published a corresponding manual. All these activities undertaken are beginning to give concrete results that best indicator solved several cases of collective and individual labor disputes peacefully. Expectations are that the functioning of this system Idina will benefit as workers and employers and the country as a whole, provides social peace in the workplace, and therefore economic growth.
