“Strengthening of the institutional and legal foundations of social dialogue in Western Balkans and Moldova”
•    Defining the criteria for representation of the social partners  in the  legal framework
•    With the expertise of the ILO the criteria for representation of the social partners were defined in the Labor Code

ORM got the opportunity to prove, and thus officialize its representativeness

– Decision on  representativeness at a national level
11 decisions on representativeness   at branch level

Validation of the position of the OEM has encouraged the existing members to take part more pro-actively as well as influence the potential members to join in the OEM

•    Tripartite sub-regional conference and the new regulation for establishment of the ESC
•    Subregional tripartite conference in June 2010

Participants’ experiences from the EU countries on the functioning of the national tripartite bodies have enabled the benefit of a New structure of the ESC that better reflects the industrial relations including the gender perspective

An agreement on establishing the ESC was signed
Institutional review of the employers has been provided

•    Skills in negotiation and collective bargaining at the level of an employer
•    Two one-day seminars on negotiation skills and collective bargaining

It allowed  strengthening of the capacity of the membership in terms of:

-Preparation of a strategy for negotiation and collective bargaining
– Establishing  the stages of a negotiation
-Negotiation techniques
-The behavior of employers at the negotiations
-Preparation of plan for management of labor rights and other rights
•    The confidence in negotiating and the interest in new collective agreements  has increased as well as the quality in negotiations of the existing branch collective agreements and collective agreements at the level of employer

•    One day training for capacity building of the media on the role of the employers and trade unions

Media recognition of the role of the OEM as a social patner; what is its role and actions in advocating for the interests of employers in the social and economic sphere

•    Implementation of OSHA
•    Three day training of MAOSH to the OEM staff for trainers for the implementation of OSHA

2 Five-day trainings for the inspectorate and the social partners on assessment of specific risks (work on height and with hazardous substances)
October, 2009 – May 2010

Training for companies were held in 5 cities
Participants gained knowledge on the basic framework of the OSHA,  obligations for the employers according to the law, drafting a statement on safety and risk assessment at the work place.

•    Remarks on OSHA were summarized and submitted to the ESC
Possible to increase competition among entities authorized to develop  risk assessment and thus reduce the cost of service used by companies

Making of the Guide to the Labor Code – Guidelines for practical application
–    Four promotions throughout  Macedonia were held with more than100 participants from the employers

Increased activity for exchange of experiences among the members
– A tripartite working group on the Labor Code was established within the ESC
-The summarized comments on changes in the Labor Code, were submitted to the group within the ESC and were approved by the Council and submitted to Parliament
April-November 2010
-Due to existing inapplicability of the Labor Code and based on the established
notes from the promotions of the Guide arose a new need for full
reviewing on the proposed changes to the Labor Code on a three day meeting with the employers and a domestic expert.
June-September 2011
•    
Seminar for the employers  from the textile and trade sector on a collective agreement
•    Two-day seminar experts by three international and two domestic experts
The goal: improving negotiation techniques in the textile industry and interest in CA in the sector of trade.
Participants gained experience on:
Efficient bargaining on a branch level – principles and practices
Slovenian experience in the textile industry starting the assessment  until now
European trade associations and their role
CA of the trade sector
Developing strategies, attitudes and
opinions on collective bargaining

Increased the membership in the branch
of trade and raised an initiative for a  
new association.

September-October 2010
•    Seminars for preventing and resolving labor disputes at company level
•    Two day seminar with experts from the ILO for the employers of the large companies
•     The stuff of OEM was trained for coaches on the peaceful resolving of labor disputes
By trained coaches  3 one-day seminars were organized  to resolve labor disputes at the company level on which over 100 companies took part
Participants gained knowledge of the principles of disputes resolving at the enterprise level, selection of personnel, interview, communication and counseling, Managing the absence of work, establishing a system of  disputes resolving in the enterprises etc.

•    Workshop on effective strategiesahead of the social economic challenges in the Western Balkans – Belgrade
•    We exchanged experiences between the employers’ organizations from the Balkan countries and the experiences of employers from the European Union and it was concluded that the sustainability of the companies should be supported which is crucial for the development of the companies which will ensure security of the employees

•    The impact of the financial and economic crisis – determining the wages and political responsibility – Zagreb
•    By sharing the experiences we concluded that in conditions of crisis it is required that the development of social dialogue at the two levels by finding out policies for forming salaries for the provision of security for employees in companies
•    Compliance to the legislative is required in the creation of wages in order to avoid the discriminatory policy of wages and nonpayment of undeclared work, which is possible by raising awareness through informing and training for employers and workers.

•    Creating the conditions for using the reform tools of the EU through transfer of experiences of the R. of Slovakia
•    Setting methods for determining the minimum wage on a national level

•    Harmonization of the national nomenclature of activities within the associations of employers and trade unions
•    Deepening of cooperation with the ILO and the regional associations of employers
