Chapter 19 is consisted of :
Acquis in the social sphere , where the minimal standards about labor legislation , equality, health and security during work time and discrimination are included. The Member States participate in the Social dialogue on a European level. They also participate in EU’s political processes in the area of employment and they contribute about the efforts of the social inclusion and protection. The European Social fund is the key financial instrument by which EU supports the employment strategies implementation, and it also contributes about the social inclusion. (Implementation regulations are included in Chapter 22 where all structural instruments are described.)
The problems in the labor legislation which need to be morefocused, particularly when the Directives are translated is the part in which the necessity is produced. Thus comes the reason why the transposition of a certain Directive is indispensably.Overtime working, annual vacation, sectorial principles (each area of the border-crossing transport, areas which are introduced about the active and passive function of health institutions, areas which have features of many sectors, such as fishing…etc.)
For example, the Directive for work time has a purpose to adopt the minimal requests which covers certain aspects of work time organization, regarding the security and health safety during work. (The Directive for work time is already transcribed in the Macedonian legislation).
There was a very exhaustive presentation on the workshop about the experience and the transposition about the Directive of the employers’ advising in Croatia. The dilemmas about the directive are similar to those ones in our country. In Macedonia, the representatives from the MLSP have consulted the representative social partners – the Employers and the Trade Unions, regarding the transposition. The first part consists of employees informing and employees advising systems formulation on European level for transnational companies. The partners pointed out that there are no observations regarding the transposition. But in the second part of the Directive, employees’ advising systems forming, on a level of some companies in order to improve the informing of the employees and the social partners because of certain intangibilities, have requested a postponing for this part.
